Highways England: Smart Motorways Programme

Con­ges­tion on the motor­way and major road net­work in Eng­land costs an esti­mated £2 bil­lion every year, with 25 per cent of this result­ing from inci­dents. Cut­ting con­ges­tion cre­ates eco­nomic ben­e­fits for the region and the coun­try as a whole. Highways England will deliver £15billion of investment in England’s motorways and major A roads, with £11bn committed between 2015 and 2020.

Liam Gallagher, Head of BIM for the Smart Motorways Programme in London will deliver a keynote on the technologically innovative execution of this major infrastructure programme at this year’s Construction Innovation Forum, hosted by the Air Conditioning and Mechanical Contractors’ Association (AMCA). Liam is the Director of Digital Delivery and Information Management at Jacobs Engineering, UK and is responsible for the development and implementation of the BIM and Information management Strategy.

The Smart Motor­ways Programme takes a technology-driven approach to the use of motor­ways to increase capac­ity and relieve con­ges­tion while main­tain­ing safety. The Programme will drive innovation and efficiency through increased standardisation in a three-stage process covering design, off-site production and logistics, and on-site assembly. The Smart Motorways Programme lends itself to modularisation of products, with design firms using innovative digital design techniques, along with a central hub/logistics partner responsible for offsite manufacturing of modular products.

Liam has 35 years’ experience in procurement, design, configuration and implementation of design and engineering technology solutions across a broad range of engineering businesses including Highways, Railways, Aviation, Oil and Gas and Pharmaceuticals. He has worked in Europe, North America and India, managing teams of technology subject matter experts.
